If a licensee wishes to amend any of the matters mentioned in rules 13, 14, 15 and 16 in relation to his license, he must submit a written application to the local magistrate, clearly stating the reasons for the amendment. If it is appropriate and reasonable to make such an amendment and if it is seen that the amendment will not affect the public safety and welfare, the Government of Nepal can make the amendment.
